Self-exclusion by state · Missouri
How to self-exclude from sports betting in Missouri
Missouri keeps two separate lists: one for sports betting and one for casinos. Joining one does not put you on the other. The sports list lasts five years and then ends on its own.
The short answer
Missouri's sports-betting self-exclusion list (SEP) covers licensed sportsbooks, online and in person, for 5 years with no early removal. It is separate from the casino list, and it does not cover the lottery, pick'em apps or prediction markets.
Program: List of Self-Excluded Persons (SEP List) - sports wagering; separate from the casino List of Disassociated Persons (DAP / 'Problem Gambling List'), run by the Missouri Gaming Commission (MGC). Official page →
Terms: 5 years (only option)
Missouri help: 1-888-BETSOFF (1-888-238-7633), 24/7, free treatment for gamblers and families (888betsoff.org); MGC FAQ also lists 1-800-GAMBLER
What to do today, before the state list kicks in
Sign up for the sports list online with the Missouri Gaming Commission, with a photo ID and a photo of yourself ready. If you also go to casinos, join the casino list too. Exclude inside each sportsbook app today, and put a reminder in your calendar for about four and a half years from now so the list doesn't lapse without you deciding.
Then read how to block each app — excluding inside the app is usually faster than any state list, and it’s the first layer of the firewall.
What the Missouri list covers, and what it doesn’t
| Type of gambling | Status | Detail |
|---|---|---|
| Online sportsbooks | Covered | |
| Retail sportsbooks | Covered | |
| Casinos | Not covered | Casino gaming is the separate DAP list |
| Online casino | N/A | Online casino not legal in Missouri |
| Daily fantasy / pick'em | Unconfirmed | MGC says the casino DAP list covers licensed fantasy sports contest operators; no official statement found that the sports-wagering SEP list covers DFS/pick'em |
| Lottery | Not covered | Missouri Lottery runs its own lifetime self-ban (SEP) program |
| Video gaming machines | Not covered | Missouri's gas-station/bar 'no-chance'/skill machines are not regulated by MGC and are not covered |
| Tribal casinos | N/A | No tribal casinos in Missouri |
| Prediction markets (Kalshi etc.) | Not covered | CFTC-registered prediction markets (Kalshi, Polymarket, Robinhood, etc.) are not MGC licensees |
The gaps people miss
- Two separate lists: the SEP list bans sports betting only; the casino DAP list bans casinos (and fantasy sports operators). Signing up for one does NOT put you on the other - you must complete both applications.
- The SEP list expires AUTOMATICALLY after 5 years - no reminder should be assumed; set your own reminder to extend during the final 3 months.
- Missouri Lottery is a separate lifetime self-ban program.
- Unregulated gas-station/bar gaming machines are not covered by any MGC list.
- Prediction-market apps (Kalshi, Polymarket, Robinhood event contracts) are not covered.
- Sportsbooks may share your SEP info with their affiliated operations, which can block you in other states too (rule acknowledgement) - usually a benefit, but be aware.
- Sports betting only went live Dec 1, 2025, so rules and procedures are new and may change.
How to enroll in Missouri
| Way to enroll | Available? | Note |
|---|---|---|
| Online | Yes | |
| In person | Unconfirmed | MGC in-person enrollment is documented for the casino DAP list (MGC offices at casinos during operating hours, or Jefferson City office Mon-Fri). The SEP rule only says 'filed an application ... with the commission'; no official page we loaded confirms walk-in SEP enrollment. Call MGC (573) 526-4080. |
| By mail | Unconfirmed | MGC lists a Problem Gambling Administrator mailing address (PO Box 1847, Jefferson City, MO 65102) but no paper SEP application was found. |
| By phone or video | No |
- Go to the MGC online self-exclusion portal (https://www.mgc.dps.mo.gov/DAPWebOnlineProcess/LoginDAPOLP.aspx) and click 'New Users'
- Use an email address that only you use; a username and temporary password are emailed to you
- Log in and complete the SEP (sports wagering) application; upload a current photo and a clear copy of your driver's license or other government photo ID
- If you also want to be banned from Missouri casinos (and fantasy sports), return to the login screen and complete the separate DAP application - one does not add you to the other
- Questions or problems: call MGC at (573) 526-4080
What you need
Clear copy of driver's license or other government-issued photo ID, plus a photo of yourself uploaded to the portal; unique personal email address (MGC online-portal prerequisites PDF).
How long it takes to take effect
No stated processing time for SEP on MGC pages loaded. (For the casino DAP list MGC says exclusion 'begins on the date of application'.) The SEP rule requires unsettled online wagers to be voided and refunded, and in-person wagers within 14 calendar days of placement on the list.
What happens to your balance and open bets
Do this first, whatever your state says: withdraw your balance and let open bets settle before you enroll. Getting money back afterward means dealing with an operator that is now required to refuse you.
11 CSR 45-20.610: all unsettled ONLINE wagers will be voided and refunded; unsettled IN-PERSON wagers may be voided and refunded within 14 calendar days of placement. Any winnings will be forfeited if you are caught wagering while on the list. Account-balance withdrawal procedure: (not stated in rule text loaded).
Can you get off the list early?
No. 11 CSR 45-20.610: placement is for five years and 'the commission is not authorized to remove a person from the SEP List until such five-(5-)year period has elapsed.' At the end of 5 years you are removed AUTOMATICALLY. To stay on, request an extension within the 3 months before your expiration date (adds another 5 years, 11 CSR 45-20.640), or reapply any time after removal.
Free blocking software in Missouri
We haven’t found a state-funded free blocker for Missouri. Gamban costs about $42 a year; the iPhone Screen Time lock is free.
The Betting Firewall
This is one wall. You need five.
The Missouri list makes licensed operators refuse you. It does nothing about offshore sites, prediction-market apps, a friend’s account, or the money in your checking account. That’s what the other four layers are for.
