Self-exclusion by state · Kentucky
How to self-exclude from sports betting in Kentucky
Kentucky has no state sign-up form. You self-exclude with each sportsbook, and the regulator passes the combined list to the others, but only has to do that about once a month.
The short answer
There is no statewide enrollment in Kentucky. You exclude with each sportsbook, which sets its own terms, and the regulator shares that list with other sportsbooks at least monthly. Lottery, pick'em apps and prediction markets are not covered.
Program: No single state enrollment program - operator-level self-exclusion lists compiled by the Kentucky Horse Racing and Gaming Corporation into a comprehensive list (809 KAR 10:007), run by the Kentucky Horse Racing and Gaming Corporation (KHRGC, formerly KHRC). Official page →
Terms: Set by each operator - 'temporarily or permanently' (809 KAR 10:007); no state-mandated terms

What to do today, before the state list kicks in
Don't wait for the monthly list to spread. Self-exclude inside every sportsbook app you have ever used, today, one by one, and choose the longest term each offers. Then add a blocker so a new app can't fill the gap.
Then read how to block each app — excluding inside the app is usually faster than any state list, and it’s the first layer of the firewall.
What the Kentucky list covers, and what it doesn’t
| Type of gambling | Status | Detail |
|---|---|---|
| Online sportsbooks | Covered | But you enroll operator by operator; the regulator's comprehensive list is shared with all licensees and updated 'at least monthly' |
| Retail sportsbooks | Covered | Same comprehensive list (how fast each retail location applies it) |
| Casinos | Unconfirmed | Kentucky has no commercial casinos; historical horse racing (HHR) venues at tracks use the separate racing self-exclusion list under 810 KAR 2:100. Whether a sportsbook self-exclusion blocks HHR is not confirmed. |
| Online casino | N/A | Online casino not legal in Kentucky |
| Daily fantasy / pick'em | Unconfirmed | HB 904 (2026, enacted over veto) requires fantasy contest self-exclusion to be folded into the corporation's program; implementation/regulations not confirmed |
| Lottery | Not covered | Kentucky Lottery has its own iLottery self-exclusion (irreversible once set) |
| Video gaming machines | N/A | No legal VGT route market |
| Tribal casinos | N/A | No tribal casinos in Kentucky |
| Prediction markets (Kalshi etc.) | Not covered | Not covered; HB 904 bars Kentucky licensees from partnering with prediction markets and the Kentucky AG sued Polymarket (June 2026), but prediction-market apps are not on any self-exclusion list |
The gaps people miss
- There is NO single state form: you self-exclude with one sportsbook, and the others may not be notified for up to a month. Exclude with every app yourself.
- Terms and removal are set by each operator - 'permanent' at one book may not mean the same at another.
- Horse racing / historical horse racing machines use a separate track-based list (810 KAR 2:100).
- Advance-deposit horse wagering apps (TwinSpires, etc.) - coverage not confirmed; exclude separately.
- Kentucky Lottery online self-exclusion is separate and cannot be reversed early.
- Fantasy/pick'em self-exclusion is newly required by HB 904 (2026) but not confirmed as live.
- Prediction-market apps are not covered by any Kentucky self-exclusion.

- Choose the longest period offered (Kentucky lets each operator set its own temporary or permanent options)
- Repeat with EVERY sportsbook app you use - do not rely on the state list to reach the others quickly (the regulator only has to update its comprehensive list at least monthly)
- If you bet on historical horse racing machines or at tracks, self-exclude separately at the track (810 KAR 2:100)
- If you use Kentucky Lottery online, self-exclude separately in your Fun Club account
- Close/self-exclude any fantasy/pick'em and prediction-market apps separately
What you need

How long it takes to take effect
Immediate at the operator you exclude with (operator practice - ). Other operators may not see it until the regulator's comprehensive list is updated - required only 'on an as-needed basis, but at least monthly' (809 KAR 10:007).

The Betting Firewall
This is one wall. You need five.
The Kentucky list makes licensed operators refuse you. It does nothing about offshore sites, prediction-market apps, a friend’s account, or the money in your checking account. That’s what the other four layers are for.
