Self-exclusion by state · Arkansas
How to self-exclude from sports betting in Arkansas
Arkansas has no statewide self-exclusion program. Each of the three casinos, and each betting app, runs its own, so you have to exclude everywhere separately.
The short answer
No statewide list exists in Arkansas. Oaklawn, Southland and Saracen each run their own exclusion, and their apps (Oaklawn Sports, Betly, BetSaracen) are separate too. Nothing covers pick'em apps or prediction markets.
Program: No statewide self-exclusion program found - property/operator-level self-exclusion only (Oaklawn, Southland/Betly, Saracen/BetSaracen), run by the Arkansas Racing Commission (Casino Gaming Section, Dept. of Finance and Administration; page now titled 'Racing & Gaming Commission'). Terms: Southland: 2 years at a time · Saracen: 'for as long a time period as they desire' (specific options not published) · Oaklawn: not published · Online (interactive gaming rule 5.130): re-engagement not allowed for at least 30 days
Arkansas help: 1-800-GAMBLER / 1-800-522-4700 (call or text; listed on the regulator's Casino Gaming Section page). Arkansas Problem Gambling Council: 501-403-2321, arpgcouncil.org. Crisis: 988.
What to do today, before the state list kicks in
Exclude inside each Arkansas sportsbook app you've used, then contact each casino's security or rewards desk to exclude there. Write down what you did at each one, because terms differ from place to place.
Then read how to block each app — excluding inside the app is usually faster than any state list, and it’s the first layer of the firewall.
What the Arkansas list covers, and what it doesn’t
| Type of gambling | Status | Detail |
|---|---|---|
| Online sportsbooks | Partly | Only the operator you exclude with (e.g., Saracen's program covers BetSaracen); no cross-operator coverage |
| Retail sportsbooks | Partly | Only at the property you exclude with |
| Casinos | Partly | Only the property you exclude with; Southland page says program applies to Southland only |
| Online casino | Not covered | |
| Daily fantasy / pick'em | Not covered | |
| Lottery | Not covered | |
| Video gaming machines | Not covered | |
| Tribal casinos | N/A | Arkansas has no IGRA tribal casinos; Saracen is Quapaw-owned but state-licensed and runs its own property program |
| Prediction markets (Kalshi etc.) | Not covered |
The gaps people miss
- There is no statewide list: excluding at Oaklawn does not bar you from Southland, Saracen, or their apps (and vice versa)
- Betly, BetSaracen and Oaklawn Sports are separate apps with separate exclusions
- Kalshi/Polymarket sports contracts were reported live in Arkansas as of Sept 2026 and are not covered by any casino exclusion
- Saracen's deposit limits apply to BetSaracen only, not the physical casino
- Offshore/sweepstakes sites and DFS are not covered
- The regulator's rule CGR 25 'Exclusions' is an involuntary (banned persons) list, not a self-exclusion program
How to enroll in Arkansas
| Way to enroll | Available? | Note |
|---|---|---|
| Online | Unconfirmed | No statewide online enrollment exists on the regulator site; online sportsbook apps (Oaklawn Sports, Betly, BetSaracen) offer in-app self-exclusion per operator (in-app paths not confirmed) |
| In person | Limited | Property-level only: e.g., Southland lets you request in person from Ember Rewards reps or Security; Saracen and Oaklawn procedures |
| By mail | Limited | Property-level only: Southland accepts a mailed form if notarized (notary verifies identity and photo) |
| By phone or video | Unconfirmed | Southland Security (870) 732-8389 can be contacted to start the process; not confirmed that enrollment can be completed by phone |
- Understand there is no single statewide list: you must exclude separately at each of the three casinos and each sportsbook app
- Southland Casino (West Memphis) / Betly: download the self-exclusion form from southlandcasino.com, bring it with government photo ID to Security, or mail it notarized
- Saracen Casino Resort (Pine Bluff) / BetSaracen: contact the property; its program covers both the retail casino and the BetSaracen online sportsbook
- Oaklawn (Hot Springs) / Oaklawn Sports app: contact the property and use the app's responsible-gaming settings (exact process) · unconfirmed
- Also add a device-level blocker, because operator exclusions do not follow you to other operators or prediction markets
What you need
Southland: valid government-issued photo ID; mailed forms must be notarized with identity and photo verified. Other properties .
How long it takes to take effect

What happens to your balance and open bets
Do this first, whatever your state says: withdraw your balance and let open bets settle before you enroll. Getting money back afterward means dealing with an operator that is now required to refuse you.
For sportsbooks. Online rule 5.130(1)(b) requires closing the interactive gaming account but does not say what happens to funds. Southland: winnings of self-excluded individuals found playing are subject to forfeiture.
Can you get off the list early?
No regulator rule on early removal for casino self-exclusion found. For interactive (online) gaming, Rule 5.130(1)(d) bars re-engagement for not less than 30 days (this rule is written for interactive poker; applicability to sports wagering ). Property removal procedures are not published.

The Betting Firewall
This is one wall. You need five.
The Arkansas list makes licensed operators refuse you. It does nothing about offshore sites, prediction-market apps, a friend’s account, or the money in your checking account. That’s what the other four layers are for.
